My History and Career

Cleopatra Callaway is a lifelong resident of Ector County and a dedicated public servant whose life has been guided by faith, family, and a deep commitment to her community.
A proud Christian, devoted wife, mother of four adult children, grandmother to fourteen grandchildren, and great-grandmother to two, Cleopatra understands firsthand the values and responsibilities that matter most to local families. Her roots run deep in the county she calls home, and her passion for service has always centered on protecting and strengthening the place where generations of her family have lived and worked.
Cleopatra is a proud graduate from Odessa College. She holds a certificate in accounting. Ms. Callaway brings extensive financial knowledge and professional credentials to the Treasurer’s Office. She is both a Certified County Treasurer and a Certified Investment Officer, qualifications that reflect her expertise in managing public funds with accuracy, accountability, and integrity.
With 31 years of experience in the Ector County Treasurer’s Office, she has built a reputation for fiscal responsibility, transparency, and careful stewardship of taxpayer dollars. Her leadership and professionalism earned her statewide recognition as Outstanding Treasurer among all 254 Texas counties, and she has also served on the Education Committee of the Texas Treasurers Association, helping develop best practices and training for treasurers across the state.

Ms. Callaway's work ethic was shaped long before her public service career. For many years, she helped operate Arthur Ray’s Diner, taking on every role imaginable; CEO, gopher, waiter, custodian, and accountant, doing whatever it took to keep the doors open and serve customers. That hands-on experience instilled the humility, responsibility, and “roll-up-your-sleeves” attitude she still brings to her work each day in county government.
Beyond the office, Cleopatra remains deeply involved in the community she loves. She currently serves on the advisory board of White Pool House and is a member of the Heritage of Odessa board, while also having served on her church’s financial committee and numerous other civic boards throughout the years. Her life has been defined not just by professional excellence, but by a genuine desire to give back and help Ector County grow and thrive.
Cleopatra Callaway is honored to seek re-election as Ector County Treasurer, bringing decades of proven experience, faith-guided leadership, and an unwavering commitment to protecting the public’s trust. She remains focused on delivering honest service, sound financial management, and dependable leadership for every taxpayer and every family in Ector County.
